NEW YORK (AP) - David Stern spent nearly 30 years growing the NBA, turning a league that couldn't even get its championship series on live prime-time TV into a projected $5 billion a year industry.
Confident the NBA is in good shape and certain he has found someone who can make it even better, Stern is ready to end one of the most successful and impactful careers in sports history.
Stern will retire as commissioner Feb. 1, 2014, 30 years to the day after taking charge of the league, and be replaced by Deputy Commissioner Adam Silver.
"I decided that things are in great shape and there's an organization in place that will ultimately be led by Adam that is totally prepared to take it to the next level," Stern said Thursday during a press conference following the league's board of governors meeting.
It's hard to be any better than Stern, perhaps the model sports commissioner.
Name an important policy in the NBA - drug testing, salary cap, even a dress code - and Stern had a hand in it. A lawyer by trade, he was a fearless negotiator against players and referees, but also their biggest defender any time he felt they were unfairly criticized.
"For all the things you've done for the NBA and for sports generally, I think there's no doubt that you'll be remembered as the best of all-time as commissioners go and you've set the standard, I think not even just for sports league commissioners, but for CEOs in any industry," Silver told Stern sitting to his left on a podium.
Stern told owners of his plans during their two days of meetings, and the board unanimously decided Silver would be his successor. Owners will begin negotiations with the 50-year-old Silver in hopes of having a contract completed by their next meeting in April.
Stern, who turned 70 last month, became commissioner on Feb. 1, 1984. He has been the NBA's longest-serving commissioner, establishing the league's brand around the world, presiding over team expansion and overseeing the establishment of the WNBA and the NBA Development League.
"There is no debate that David Stern has earned his spot in the pantheon of sports commissioners. Deservedly, his name and reputation will always be synonymous with the phenomenal growth and success of the NBA over the last three decades," union executive director Billy Hunter said in a statement. "His absence will surely be felt by anyone connected to the NBA and the sport of basketball, although clearly the league will be left in very capable hands with the appointment of Adam Silver as the next commissioner."
Seven franchises have been added under Stern and the league has seen a 30-fold increase in revenues. Stern insisted the NBA have a presence on social media, and the league and players have more than 270 million likes and followers on Facebook and Twitter.
"There are all kinds of other business metrics we could look at that would define David as one of the great business leaders of our time," Silver said.
Stern said he decided on his plans about six months ago, having guided the league through a lockout that ended nearly a year ago. He didn't want to leave until the labor deal was completed or until he was confident there was a successor in place, and both are done. Silver has been the league's No. 2 since 2006, and both Stern and league owners praise his abilities.
"I don't know what else to say other than to recite what I told the owners yesterday in executive session," Stern said. "I told them that it's been a great run, it will continue for another 15 months, that the league is in, I think, terrific condition."
Stern is the one who got it there, taking over what was a second-rate league with little-to-no TV presence - the NBA Finals were on tape delay in the early 1980s - and making basketball one of the world's most popular sports.
"A couple of things that stand out to me is that David has been, in my estimation, the type of commissioner that has set the standard not only for the NBA but for all of the sports," said Minnesota Timberwolves owner Glen Taylor, the outgoing chairman of the board of governors. "We have done so many wonderful things in the organization. The marketing, leadership, the brand recognition, going international way before our times, and David has led that."
Taylor said there's been a "40-fold" increase in revenues from the league's national TV contract, and that the average player salary will have had grown from $250,000 when Stern took over to $5 million by the end of the current collective bargaining agreement.
Stern was the league's outside counsel from 1966-78, then its general counsel before becoming executive vice president of business and legal affairs from 1980-84. He replaced Larry O'Brien to become the league's fourth commissioner, getting a boost in taking the game mainstream with the popularity of Magic Johnson and Larry Bird, and soon Michael Jordan. The league began marketing its stars, and Stern found the desire for them was greatest in some far-away lands.
The real explosion came in 1992, when those three headed the Dream Team that led the U.S. to the Olympic basketball gold medal while winning fans around the world. The NBA has gone on to play games in 17 countries, staging 114 international games.
"He's done a remarkable job," Major League Baseball Commission Bud Selig said at the World Series. "To think of what the NBA was when he came in and what it is today, most people judge him very very highly."
There were rough patches, particularly the brawl between Indiana Pacers players and Detroit Pistons fans in 2004, and the betting scandal involving former referee Tim Donaghy. Stern had already passed off most of the heavy lifting to Silver by last year, but he was the one absorbing the criticism during the lockout for the second shortened season in his tenure.
He sometimes appeared worn down during the negotiations, even missing one critical bargaining session while sick, but insists he's got plenty of energy to keep working now.
"I feel great," Stern said. "I'm enjoying my job, but I'm looking forward to doing some other things. I'm stepping down, I'm not retiring."
Stern just recently returned from China, Germany and Italy, and plans another overseas trip next season, and will remain an adviser to the league in retirement on international matters.
"We just think that his leadership will be important to our future," Taylor said.
It's meant everything to the league's past.
The league has reported huge increases in ticket and merchandise sales, and TV ratings are at an all-time high. Last season's lockout, the second time the league lost games to a work stoppage, hardly made a dent in the league's business or in fans' interest.
But even for Stern, business has always taken a back seat to basketball. He's sought changes to improve play, such as the elimination of isolation play that bored him, to implementing penalties that go into effect this season for flopping.
"For the most part it's been a series of extraordinary experiences and enormous putting together of pieces of a puzzle and it goes on forever," Stern said. "And there will always be another piece of the puzzle and so the question is at what point do you decide that, let someone else do it? That's the point that I'm at now."
Taylor and Spurs owner Peter Holt, who is replacing him as board chairman, said the owners will work to have a contract with Silver by April. Silver came to the NBA 20 years ago and served a variety of positions before becoming the deputy commissioner in 2006. He was the lead negotiator during the lockout and Stern has relied more heavily on him in recent years, even turning to Silver to answer questions on tougher topics.
Stern said he wouldn't leave until he knew there was a successor ready, and he has repeatedly said Silver is ready for that role. Stern said he would always remain available to take a call and help the league.
"Life is a journey and it's been a spectacular journey," Stern said. "Each step along the way there are things that you have to do, things that you maybe wish you hadn't done. But I don't keep that list, and so I'm totally pleased and I'm particularly pleased with the transition of which we're now embarking."

ScienceDaily (Oct. 26, 2012) ? Bacteria's ability to cling to virtually any surface is a vexing problem in the medical community. Engineering a surface that can easily slough off these dangerous bugs has, until recently, had limited success. Recently, however, a team of British researchers has discovered a new class of materials that resists bacterial attachment. Now these scientists from the University of Nottingham, U.K., are ready to set out on the approval process that will take their research to the clinical testing stage, paving the way for medical applications.
The researchers will present their findings at the AVS 59th International Symposium and Exhibition, held Oct. 28 -- Nov. 2, in Tampa, Fla.
To date, scientists have been unable to fully explain how bacteria are able to adhere so durably to virtually any surface. Despite this limited understanding of bacteria-material interactions, the Nottingham researchers were able to screen thousands of different chemical combinations for resistance to bacterial adhesion. The studies revealed that one particular class of compounds, acrylates with hydrophobic groups, proved highly resistant to bacteria's sticky tendencies.
"The new materials are to bacteria what non-stick cookware is to food," said Andrew Hook, a researcher at the Nottingham School of Pharmacy. "Bacteria can stick to the surface of [traditional] medical devices and form a community, known as a biofilm, where the bacteria become highly resistant to antibiotics and the immune system."
By preventing the biofilm from forming on devices in service, the new materials help the immune system to simply eliminate the bacteria as if the device had never been inserted. In contrast, current antibacterial materials, like silver, actually kill bacteria.
After the new non-stick materials were identified, they were successfully tested on surfaces in the laboratory and on standard medical devices, such as catheters, within an animal model. In laboratory studies of the new materials, the researchers found a 96.7-percent reduction in bacterial coverage compared to commercially available silver-containing catheters for the bacterium Staphylococcus aureus.
By coating medical devices with the optimal polymer composition of one of this class of acrylates, for example the compound tricyclodecane-dimethanol diacrylate that the researchers tested, scientists believe they can prevent bacteria from attaching and also prevent associated infections, which could reduce health care costs.
The researchers are now ready to take their research to the next level and prepare the regulatory package to begin clinical trials. They hope the trials will show that by denying bacteria a foothold on medical equipment in humans, the chances of a patient contracting a medical device-associated infection are much lower.
Nottingham pharmacy professor Morgan Alexander hopes that since no antibiotics are used this will lead to a method to reduce infections from bacteria without the risk of antibiotic resistance developing. "The challenge now is to have materials recognized by the medical device industry," Alexander said. "That would allow us to develop products for specific applications. There's a lot of potential to improve human health, but we need to prove that."
The researchers are in discussions with potential partners to develop coated devices and are hopeful their material could reach the market in 5 to 10 years.

ATAREB, Syria (Reuters) - For two months, Dana and her 12 children fled from village to village trying to escape bombardment by Syrian forces. Finally, she gave up and took them back home.
"Everywhere we went, the bombs found us. If we're going to die, I want it to be in our own house," she says, rocking two young daughters in her lap.
After months of relentless shelling across Syria's northern provinces, many Syrians like Dana have given up trying to flee and instead have tried to live a life under the bombs.
Despite the shudders of artillery fire in the distance, young women in Syria's northern town of Atareb stroll their babies in prams along cratered pavements and past collapsed buildings while children play soccer in the street.
Farmers pick cotton in the surrounding fields, ignoring the scorch marks left from mortar bombs around them.
Outside the cracked walls of her grey concrete home, Dana, a small woman in a yellow veil, has stacked piles of shrapnel that she and her children sweep out of her house each day.
"You'd think I'd be used to it by now, but I still cry if I hear a fighter jet come. My kids and I all know our place - some behind the fridge, or behind the washer, in the backroom," she sighs, wringing her hands, which are covered in scratches from her shattered windows.
Atareb, a town of about 20,000 in Aleppo province, became a ghost town two months ago when the army began heavy bombardment to try to root out rebels fighting to topple President Bashar al-Assad.
The shelling has not stopped since then, but many residents say they are tired of fleeing, only to find their next refuge becoming a target as well. A truce marking a Muslim holiday that was due to have come into effect on Friday crumbled almost before it began.
Across the country, Syrians have become weary at the 19-month revolt that has turned into civil war, and some are starting to head home instead of escaping across the borders.
With the economy in ruins, most are jobless and cannot afford to travel. Turkey is now letting in only Syrians with passports, and conditions at the ramshackle displacement camps inside the country are so bad that many poorer Syrians prefer to risk staying at home.
TRAIL OF DESTRUCTION
Locals estimate about 30 percent of residents have returned to Atareb. Bakeries are open and vendors lay out their vegetables for sale along charred storefronts in the town's marketplace, the rooftops riddled by sprays of shrapnel.
Ignoring the danger, one man has decided to rebuild. Hassan Saeed, a portly man in a grey robe, watches three young men layer wet concrete along the second floor. He is desperate to reopen his chicken roastery.
"A rich man can afford to wait for the shelling to stop, but I need to work. I have eight children to feed," he said.
More than 32,000 people have died in the unrest, a number that has rapidly escalated since Assad's forces began to use air power to strike at rebel-held areas.
"These days, we are happy when it is just mortar bombs or rockets instead of the jets. Every day we get hit with something. You never know what it will be," says Mohammed Sayed, a greying 50-year-old resident. He sits on his rusted motor bike, examining the damage on his street.
Several houses have collapsed, spewing their contents out and leaving a trail of destroyed lives - a baby's shirt, tattered papers, a spoon.
"That was a vacuum bomb. They drop it from a plane and for 20 seconds nothing, then you hear it sucks up the air and bam! Everything collapses," Sayed said.
Dana's family is the only one on her street. A third of the houses are now only dusty piles of rubble.
"We rented a house in a safe area closer to the border for a month but we couldn't afford it any more. I sold all of my jewelry and got about 25,000 lira ($370) for it. But now I only have 5,000 left and my husband still can't find a job," she said.
Wealthier residents have sent food and water to those who have returned. Atareb has not had electricity or running water in more than a month.
Many blame the army, but others accuse the rebel Free Syrian Army for bringing them trouble.
"Everywhere these rebels go, they bring destruction," says a woman swathed in black, cradling her baby in the doorway, surrounded by rubble. Houses on either side have toppled onto hers like dominos.
"The situation speaks for itself. It is up to God's will now. Any moment, we could be next," she says. "But I won't leave my country, and I won't leave home. We are half-dead already. At some point, your hope is just to die with some dignity."

The NOPD on Wednesday arrested an 18-year-old who is accused of shooting a man in the shoulder during a drive-by in Hollygrove on Monday, police said. Robashi Holmes turned himself in to New Orleans police and was booked into Orleans Parish Prison about 7 p.m. on a count of aggravated battery, records show.
Holmes was identified as the gunman by his alleged accomplice, Ken D. Dooley, 20, who was caught by police after both he and Holmes allegedly jumped out of a dark vehicle near the crime scene Monday night to flee from police officers.
NOPD officers responding to the scene of the shooting at the corner of Gen. Ogden and Olive streets on Monday about 10:15 p.m. saw a dark vehicle without its headlights on speeding away, and pursued it. The occupants of the car, which was reported stolen from the 1200 block of Joliet Street, bailed from the vehicle at the intersection of Colapissa and Mistletoe streets. Police said they caught Dooley after a brief foot chase.
Officers say Dooley identified Holmes as the shooter on Gen. Ogden and Olive. While officers were interviewing Dooley, a key to the Lexus stolen from Willow Street fell out of his pocket, police said. The carjacking victim subsequently picked Dooley as the robber from a photographic lineup, an incident report notes.
Meanwhile, police say they have obtained an arrest warrant for Holmes, who coincidentally was shot aboard an RTA bus on July 12 at the intersection of Carrollton Avenue and Palmetto Street.

NEW YORK (Reuters) - Barnes & Noble Inc said on Wednesday that customers who shopped at 63 of its stores as recently as last month may have had their credit or debit card information stolen in what the U.S. bookstore chain called a "sophisticated criminal effort."
The retailer, which operates a total of almost 700 bookstores, said that federal law enforcement authorities have been informed of the breach and that it is supporting their investigation.
Barnes & Noble said it had detected tampering with one personal identification number (PIN) pad device at each of the 63 affected stores and by September 14 had disconnected all the pads at every one of its stores. The tampering affected less than 1 percent of its PIN pads.
Bugs were planted in the PIN pads that allowed credit card and PIN numbers to be pulled, Barnes & Noble said.
The company said it did not know how many customers were affected. The stores are in California, Connecticut, Florida, Illinois, Massachusetts, New Jersey, New York, Pennsylvania and Rhode Island, Barnes & Noble said.

Barnes & Noble advised customers who have swiped their cards at any of the affected stores to change their debit-card PIN numbers as a precaution, and to check their statements for unauthorized transactions.
Still, the company said its customer database was secure, and that purchases made on the Barnes & Noble website, Nook e-reader and Nook mobile apps were not affected. It also said none of the pads at its college campus stores were affected.
A spokesman for the FBI said on Wednesday that the agency's New York field division had been investigating the breach at Barnes & Noble since September.
Barnes & Noble was not required immediately to inform customers of the breach because it received so-called "safe harbor" letters from federal prosecutors, the FBI spokesman said. Safe harbor letters are used infrequently to allow law enforcement agencies to continue investigations secretly.
A spokeswoman for the U.S. Attorney's office in Manhattan declined comment on the letters.
Barnes & Noble shares were down 0.72 percent at $15.21 Wednesday on the New York Stock Exchange.

MECHANICSVILLE, Va. (WTVR) ? Friends and family came together to remember a 24-year-old man shot dead at his own party earlier this week.?
Dozens, many wearing Nate Ratigan?s signature plaid shirt, Converse sneakers and fedora, gathered outside his family home in Mechanicsville Friday night.
Ratigan?s friend, Brett Dickerson, said he had ?respect for every and anybody? and that he was such a good guy that his life should not have ended so tragically.
The crowd bowed their heads in silence and prayed to ?Amazing Grace.?
Nate?s sister, Rebecca, said he celebrated his 24th birthday on Sept. 8.?She and others said that despite his young age, Ratigan had accomplished a lot and given so much.
?I was out of work for three years, and he knew we were struggling and he said ?Kathy, if you need help with your rent, I`ll help you,?? Kathy Pappas, another of Ratigan?s friends, said.
Ratigan?s life was cut short Sunday morning. Police said four men crashed Ratigan?s party at his home in the 300 block of West Marshall Street.?When he led them out, he was shot in the chest and died.
?My heart is broken,? Rebecca Natigan said. ?It takes nine months to create a life and these people took my brother`s life without a thought.??
The group ended the evening with lit candles ? a symbol of Nate?s spirit brightening everyone?s life he touched ? saying he was in a better place.
Rebecca Ratigan said a funeral service was held for Nate earlier Friday. She says he will be cremated, and his ashes will be placed in a locket that she and his girlfriend vow to wear forever.

It seems, on the basis of legal technicalities - the waters are deep here - that the Federal Circuit concluded that Apple was not likely to prevail, ultimately, with its infringement claim, and that there was an "abuse of discretion" in granting the preliminary injunction.The ruling has gone in Samsung's favour:
"It was abuse of discretion for the district court to find that Apple will be irreparably harmed in the absence of an injunction, and that Apple sufficiently established a causal nexus between the harm alleged and the infringing conduct. ScienceDaily (Oct. 11, 2012) ? For the first time, scientists have visualized an interaction between gluten and T-cells of the immune system, providing insight into how celiac disease, which affects approximately 1 in 133 people, is triggered.
Published October 11 in Immunity, the discovery was led by Dr Hugh Reid and Professor Jamie Rossjohn of Monash University, Professor Frits Koning of the University of Leiden and Dr Bob Anderson of biotechnology company ImmusanT Inc, based in the US.
An increasingly diagnosed chronic inflammatory disorder, celiac disease affects the digestive process of the small intestine. When a person with celiac disease consumes gluten, their immune system triggers T-cells to fight the offending proteins, damaging the small intestine and inhibiting the absorption of important nutrients into the body. There are currently no treatments available apart from a diet completely free of gluten.
The researchers used the Australian Synchrotron to visually determine how T-cells of the immune system interact with gluten, a protein found in wheat, rye and barley, which causes celiac disease, The discovery will boost attempts to produce a treatment allowing sufferers to resume a normal diet.
About half the population is genetically susceptible to celiac disease because they carry the immune response genes HLA-DQ2 or HLA-DQ8. At least one in 20 people who carry HLA-DQ2 and about one in 150 who have HLA-DQ8 develop celiac disease, but people with other versions of the HLA-DQ genes are protected.
This has led researchers to question how the immune system senses gluten.
Dr. Reid, a senior research fellow at Monash University, said the discovery was an important breakthrough for celiac disease and autoimmune disease.
"This is the first time that the intricacies of the interaction between gluten and two proteins that initiate immune responses have been visualized at a sub-molecular level," Dr. Reid said.
This insight into a central event in celiac disease will assist ImmusanT to develop a blood test and a therapeutic vaccine, Nexvax2?, for patients with celiac disease who carry the gene HLA-DQ2. It is intended to restore immune tolerance to gluten and allow patients to return to again include gluten in their diet.
Future studies will investigate whether T-cell activation by gluten in patients with HLA-DQ2 follows similar principles as observed in this study that focused on HLA DQ8 mediated celiac disease.
Chief Scientific Officer at ImmusanT, Dr Bob Anderson said the research presented a unique opportunity.
"Because we now know the gluten peptides responsible for celiac disease, we can interrogate the molecular events leading to a self-destructive immune response," Dr Anderson said.

The two broadest measures of aggregate pricing for commercial properties within the CCRSI ? the U.S. Value-Weighted Composite Index and the U.S. Equal-Weighted Composite Index ? each posted significant gains in August 2012.The U.S. Value-Weighted Composite Index, which weights each repeat-sale by transaction size or value and therefore is heavily influenced by larger transactions, reached its highest level since early 2009. It has now improved by a cumulative 34.1% since the start of 2010, reflecting strong investor demand for primary gateway metro areas and institutional-grade multifamily assets that have been at the forefront of the pricing recovery for commercial property.
The rate of improvement in the U.S. Equal-Weighted Composite Index, which weights each repeat-sale equally and therefore reflects the influence of the more numerous smaller transactions, has accelerated. The 7.6% year-over?year increase of the Equal-Weighted Composite Index in August 2012 was the largest such gain since August 2006. Despite the increase, cumulative gains in the Equal-Weighted Index have lagged behind those in the Value-Weighted Index, reflecting a slower rate of recovery of tenant demand in the General Commercial segment.
Aggregate net absorption of available space for three major property types?office, retail, and industrial?slowed during the third quarter of 2012 to less than one third of levels in the second quarter of 2012 and less than half of that in the first quarter of this year. The slowdown in leasing activity stems mainly from negative absorption in the General Commercial segment. Should this drawback in tenant demand be sustained by further macroeconomic weakness, near-term transaction volume and pricing could suffer.
The percentage of commercial property selling at distressed prices in August 2012 was the lowest since mid-2009.

Note: These are repeat sales indexes - like Case-Shiller for residential - but this is based on far fewer pairs.
