Bahrain appeals court acquits protest leader of Twitter insult

DUBAI (Reuters) - A Bahrain appeals court on Thursday overturned the conviction of a rights activist over a tweet involving the prime minister, his lawyer said, but he remained in jail for other offences.

Bahrain, where the U.S. Fifth Fleet is based as a bulwark against Iran and any threats to Gulf oil shipping, has been in turmoil for 18 months with majority Shi'ite Muslims agitating for democratic reforms in the Sunni-ruled kingdom.

Nabeel Rajab, founder of the Bahrain Centre for Human Rights, was sentenced in July to three months in prison for suggesting via Twitter that residents of al-Muharraq district had made a show of support for Sheikh Khalifa bin Salman Al Khalifa, the prime minister, only for financial gain.

"The judge ruled his innocence. Nabeel and representatives of many foreign embassies were present. I was able to meet him for a few minutes," lawyer Mohammed al-Jishi told Reuters.

The state news agency BNA said the judge had acquitted Rajab because he was not satisfied with the evidence put forward.

Rajab has led many demonstrations calling for a reduction in the powers of the Al Khalifa dynasty which has long ruled the Gulf Arab state. Analysts see the prime minister as a pillar of resistance to opposition demands.

A hero to protesters but a villain for those who fear unrest could bring Shi'ite Islamists to power, Rajab was sentenced to three years in prison last week on three charges of leading demonstrations. Prosecutors said Rajab had incited violence against police.

Rights groups and Western governments have criticized that conviction and the appeals court is due to examine it on September 10.

"The verdict (on Thursday) was an easy way out for the authorities after handing Rajab a three-year jail sentence last week," said Brian Dooley of U.S.-based Human Rights First.

"They admit their mistake in convicting him for the tweet, but he still goes back to prison."

Rajab's opponents predicted that Rajab would be freed in the protest cases because of pressure from the United States. "An order declaring his innocence is coming from the U.S. embassy," wrote Sunni cleric Mohammed Khalid on Twitter.

In Washington, the State Department welcomed Rajab's acquittal on the Twitter-related charge but said it remained "deeply troubled" by the three-year sentence in the protest cases.

"We want to see the appeals court take this up in a manner that is consistent with international law and protecting of his fundamental freedoms and freedom of assembly," State Department spokeswoman Victoria Nuland told a news briefing.

Shi'ite-led unrest has persisted since a period of martial law last year that put down the uprising. The two sides accuse each other of responsibility for almost daily street violence.

Opposition parties led by the Shi'ite group Wefaq are demanding full powers for the elected parliament to legislate and form governments. Many Shi'ites complain of political and economic marginalization, a charge the government denies.

In response to the unrest, the Al Khalifas have increased parliament's powers of scrutiny over ministers and say policing is being revamped to conform with international standards.

The United States has pushed Bahrain's rulers to resolve the conflict through talks, but it values close relations with the ruling family that allows the U.S. Fifth Fleet to run its operations out of a Manama base.

Bahrain has been caught in a regional competition for dominance between Iran and U.S.-backed Saudi Arabia. Riyadh sent troops to shore up the Bahrain government last year, and Iran has championed the opposition cause while denying accusations it is orchestrating the unrest.

Fifth Fleet warships help ensure oil exports flow freely out of the Gulf. Iran has threatened a blockade if its protracted stand-off with Western powers over its disputed nuclear program degenerates into conflict.

Cops: Armed Wash. man arrested over Obama threat

Police arrested a Washington state man, who was armed with shotguns, for emailing threats to President Obama. KING's Chris Daniels reports.

FEDERAL WAY, Wash. --?The Secret Service on Tuesday arrested a Washington state man accused of making an email threat against President Barack Obama and brandishing a shotgun at officers who came to his door.?

Anton Caluori, 31, was arrested at an apartment in this south Seattle suburb for investigation of making threats against the president and assault on a federal officer, said Brian Leary, a Secret Service spokesman in Washington, D.C.


Caluori is scheduled to appear at 2 p.m. (5 p.m. ET) Wednesday in federal court, Leary said.?

The threat was sent to a general purpose FBI email address, U.S. attorney's spokeswoman Emily Langlie said.?

The FBI then notified the Secret Service, Leary said. He refused to discuss the nature of the threat but Federal Way police spokeswoman Cathy Schrock said she understood it was a threat to kill the president.

Speaking to Reuters, Leary described the email as "alarming."

A Secret Service agent and a Federal Way police officer went to an apartment in a four-plex at the Panther Ridge Apartments, knocked and announced themselves for about three minutes, then found themselves facing a man armed with a shotgun when the door opened, Schrock said.

"The shotgun was coming up to point in the direction of the agents," she said. "The two officers were able to close in and take control of the weapon before anyone was harmed."

The officers also seized a gun in the man's ankle holster, she said.

Because the resident made statements about explosive devices in the apartment, the Federal Way bomb squad was called to evacuate the four-plex and sweep it for explosives, Schrock said. None was found.

'A good boy'
"He has a good education, he's a good boy, but he's done a stupid thing," a woman who identified herself as Caluori's mother, Renee, told local station KOMO-TV?at the apartment scene.

"I don't know a whole lot," she told the television station. "How would you feel if your son got arrested? Never got arrested, was in the military, has a college education. And I'm just a little bit upset and shocked."

Schrock said she understood Caluori's mother lived in the apartment as well. The spokeswoman said the woman was allowed back into the apartment briefly to get some personal belongings. Her location was not known Tuesday night.

Federal agents began searching the unit after the all-clear Tuesday evening, Schrock said.

Federal Way police had no previous contact with the man, Schrock said.

Leary refused comment on any details of the man's history.?

California governor declares state of emergency as wildfires rage

SACRAMENTO (Reuters) - California Governor Jerry Brown declared a state of emergency in three Northern California counties on Wednesday after officials said wildfires in the region had destroyed at least 50 buildings and were threatening hundreds more.

Some 3,000 people have been evacuated as the so-called Ponderosa fire burned through more than 24,000 acres of steep, rugged terrain in the rural counties of Tehama and Shasta, about 125 miles north of state capital Sacramento

The blaze is 50-percent contained, fire officials said.

Brown also declared a state of emergency in nearby Plumas County, where a fire has burned through 47,000 acres.

Declaring a state of emergency frees up funds to help battle the fires.

Firefighters on Wednesday were expected to start inspecting the damage from the Ponderosa fire, which they surveyed by air on Tuesday.

Efforts to prevent the fire from overrunning the rural towns of Manton and Shingletown have succeeded so far despite high winds and heat, fire officials said.

Raytheon Enables Enhanced Communications for First Responders ...

Raytheon Company announced on Monday an extension of its Interoperability Communications Suite of products with a new technology that allows first responders in emergency situations to interact and communicate when and if they are without access to their traditional land mobile radios (LMRs).

The application, which is being demonstrated at the Association of Public-Safety Communications Officials (APCO) annual expo in Minneapolis from August 20-22, allows authorized individuals and first responders to use PCs, tablets and smartphones as new "virtual radios."

"This versatile mobile application allows first responders to communicate over the data network when they are out of LMR coverage range or when a redundant form of voice communication is needed," TJ Kennedy, director of Public Safety and Security for Raytheon's Network Centric Systems business said in a statement.? "Responding officers can now establish direct voice communications with officials and experts who aren't on the public radio system, thereby providing valuable, real-time collaboration."

This new application enhances traditional communications through the LMR public safety network. When in the network, first responders can use conventional radios but when they are not within coverage zones they can now opt to use other devices, including PCs and smartphones, through which they can communicate.

The application enables the responding unit to establish direct voice communications with commanders, officers and other users in real time.? Also, for those individuals within LMR coverage range, this technology allows them to carry on non-essential side conversations without tying up LMR channels that are needed for critical incident communication.

"These devices essentially become 'virtual radios' with the new application and greatly reduce communications gaps for first responders," Kennedy said in a statement.? "It also allows personnel to reach back to their home network from anywhere in the world that they have PC, tablet or smartphone access."

As part of the Company's Interoperability Communications Suite, the new application expands on offering interoperability between LMR radios, landline and VoIP phones, P25 systems via ISSI, and 4G/LTE. The product, which touts a touch screen-capable, Web-based interface, allows its users to initiate calls between each other or opt to have operators patch them in through radio links.
